This document should serve as a guideline for other activities within the project. The document identified seven major fields of improvement for the future:

Policies for managing IP. Supporting PROs’ IP policy and procedure development
Improving knowledge transfer capacities and skills
Promoting broad dissemination of knowledge while protecting IP
Facilitating Trans-national cooperation, research and KT
Introducing or adapting national KT guidelines and legislation
Improved monitoring of policy measures and KT performance

This paper aims to develop a policy framework document in the field of energy efficiency and renewable energy in a Bio-based Economy. This document identifies potential challenges and barriers in cooperation and potential major partners for future cooperation. Document also includes identification and exploitation of possibilities regarding the potential relevant instruments and calls for cooperation. Recommendations for creating transfer centers in the area of secure, clean and efficient energy in EaP countries are presented.
